Swankey was born Timothy P. Swankey in 1960. He is 66 years of age as of 2026.

Swankey was raised by his parents in Marcellus, New York, United States. He is of American nationality and white ethnicity.

Regarding his education, Swankey earned a Bachelor of Science in Mathematics from Rensselaer Polytechnic Institute in 1981. He then obtained a Master’s degree in Operations Research and Statistics from the same university in 1987.

Swankey is enjoying his retirement after a long career in the financial sector since March 2025. He worked as an actuary at Davies Group from July 2022 to March 2025.

Before that, Swankey was an actuary at Disability Management Services, Inc. from January 1998 to July 2022. He spent nearly 25 years in the organization.

Initially, Swankey was an actuarial student at TIAA-CREF from 1987 to 1990. He then served as an assistant actuary at MONY from 1990 to 1997.
