Katie Lou Samuelson was born on June 13, 1997, in Huntington Beach, California, United States. She is the youngest of three children of Jon Samuelson and Karen Samuelson. Her father played basketball at Cal State Fullerton and mostly in England and her mother was named to the All-England Netball Team. She has two elder sisters; Bonnie and Karlie, who played college basketball at college at Stanford University. She is a WNBA teammate of her sister Karlie at Dallas Wings.
Katie attended Mater Dei High School in Santa Ana, California, graduating in 2015. There, she played basketball for three seasons. Afterward, she went to the University of Connecticut to play football and later graduated in 2019.

Katie played college football at UConn Huskies women’s basketball team for four seasons from 2015 to 2019. She was then drafted by the Chicago Sky, 4th overall by in the 2019 WNBA Draft.
In a total of 20 games for the Sky, Samuelson averaged 2.4 points, 0.9 rebounds, and 0.4 assists during 7.7 minutes per game. She was then was traded to the Dallas Wings for Azura Stevens on February 14, 2020.
At the national level, she played for the United States under-17 team. She won the 2013 FIBA Americas U-16 Championship and 2014 FIBA U-17 World Championship subsequently with the team.
